Abstract
A moral quandry exists in the realm of public policy in the sense of when and where the policy-makers and administrators exercise moral judgement in performing their duties. This paper, then, examines certain concepts relating to ethics and public policy, goals of public policy and moral bases of such goals, ethical issues involved in the conduct of public policy, and provides comparative perspectives on the issue of public service ethics in Canada, India and Papua New Guinea.
