Abstract
Local authorities in Britain have a different status from that given to local government in many other European countries. Here, the powers and duties, or vires of local authorities are found in statute, and any activity outside the statutory framework would be unlawful. The responsibilities of local government have been established by parliament, and have been interpreted, and constrained, by the courts. The doctrine of ultra vires originally a tool to interpret the extent of company powers, has developed in relation to local authorities so as to make the extent of local authority powers uncertain in many ways.
