Abstract
One of the more interesting developments in recent times has been the emergence of international trade unions. This paper considers the participation of Australian maritime unions in the International Transport Workers' Federation. The Federation's campaign against "flags of convenience" and "crews of convenience" is discussed and its suecess is highlighted. None the less, problems were encountered during the course of the campaign and these are discussed in detail. Of particular interest is the apparent hostility to the cam paign of overseas shipowners and governments compared to the indifference displayed by Australian shipowners, In fact, Australian employers and govern ment seem to believe that the campaign is a normal and reasonable trade union activity.
