Abstract
Describes Oxfordshire County Council's QUEST programme (quality; effectiveness; service to all) and its implementation by introducing a devolved cost-centre management accounting system to achieve accountable management, and decentralization to give managers more flexibility. Examines each component: quality involves customers and clients in decisions about services; effectiveness was implemented by identifying three elements: structures, systems and people. Service was achieved by raising the council's profile and the final item, to all, promoted equal opportunities and ensured that services were available to the whole of Oxfordshire. Finally, sets out the council's achievements since the introduction of QUEST.Keywords
