Clinical governance: opportunity for nurses?

Abstract
The professional development of British nursing has always been hampered by: the lack of a brief, concise and precise statement that communicates to the public and other professions what nurses do; the difficulty in motivating nurses to agree on an agreed purpose; the fact that many professional organizations and official bodies, e.g. the UKCC, national boards and unions, instead of working together, compete with each other and duplicate activities unnecessarily; and nurses' lack of authority because they find it difficult to mobilize their resources and influence change in the healthcare system.
