Abstract
The static electric quadrupole moment of the state in was measured to be . A was obtained. The properties of the lowest seven levels were used to decompose the levels into states plus a deformed band with . The band structure, moments of inertia, and values in and are nearly identical, implying that the lowest band in is also prolate.
