Abstract
This article examines how recent changes in the struc- ture of the U.S. economy have contributed to the impoverishment of single mother families. The impacts of the disappearance of the manufacturing sector, the concurrent growth in service-oriented in- dustries, the decline in real wages, and the polarization of the income distribution are considered in the context of recent social welfare reforms that have focused on the employability and employment of low-income single mothers. These policies have encouraged single mothers to move toward welfare independence, but they have not ensured that these women can attain economic self-sufficiency through employment.
