Abstract
Data on hospital patients are used by planning and regulatory bodies to determine the future of hospitals and particular services and to establish criteria for reimbursement programs. Health planners and regulators approached hospital administrators with overlapping requests for patient data during the 1970's. Reliance on these data by federal, state, and regional health agencies led to widespread concern about the availability, quality, and comparability of the data.
