Abstract
The role of theory in understanding urban systems toward the solution of urban problems is examined. The inherently practical nature of good theory makes it a powerful agent in this pursuit. Urban phenomena are subject to study through the general rules of scientific method, but they impose certain special problems in its application which require careful attention. A brief description of the general approach is presented here, with certain modifications which highlight these special problems. Particular requirements arising in land use models and transportation models are examined. The discussion implies specific directions for future research and desirable characteristics of research establishments.
