Abstract
The Australian Government Social Welfare Commission is in the process of devising and implementing a policy known as the Australian Assistance Plan. The Plan is an attempt to bring about co-operative social planning on a regional basis. It envisages the creation of new local governing bodies, Regional Councils for Social Development, to plan welfare services and expend welfare resources. Keywords
