Abstract
The domestic and international weakness of Third World states has made them exceptionally vulnerable to pressures emanating from the international system. They have attempted to ameliorate these pressures by transforming international regimes. This quest has been facilitated by their ability to capture the structure of international organizations created by the United States at the conclusion of World War II. The specific content of Third World demands and the exceptional unity maintained by the South have been conditioned by the widespread acceptance of a belief system embodying some of the precepts of dependency perspectives. Keywords
