Abstract
This study expands earlier research on student demand theory by examining the relationship between tuition prices, state grants, and public college enrollment in the 50 states from 1976 to 1994. It emphasizes differences in enrollment behavior among Asian American, Black, Hispanic, and White students, as well as among college sectors; from its results, the author establishes policy recommendations for states to improve equality of access to public higher education in this country.Keywords
