Abstract
The last three years has seen a massive onslaught by Central Government on the finances of local authorities in the UK. Not only has the Tory Government sought to control aggregate local finances but also their components, through restrictions on both the way they are raised and the services on which they are spent. In this article the mechanism and objectives of this attack are examined in an attempt to expose both the political nature of Central Government control and the myths that are used to justify such control.
