Abstract
No tree can ever be 100 per cent safe, and some degree of risk is normally regarded as acceptable. The degree of risk which is acceptable is rarely quantified, and there are difficulties in assessing risks associated with trees. However, some sort of framework for making decisions is needed; and such a framewbrk is enunciated in this short paper.Keywords
