Management of Interstate Aquifer Systems

Abstract
Designing a workable institutional structure for comprehensive management of an interstate aquifer system involves consideration of not only the geology and hydrology of the system, but also other factors. These include the differing state water laws, present intrastate institutional structures for management, exisiting patterns of ground-water use, Federal and state water programs, and water user attitudes. Comprehensive management of the Ogallala Aquifer (underlying West Texas, eastern New Mexico, the panhandle of Oklahoma, western kansas, eastern Colorado, and central and western nebraska) is being studied under the Six-State High Plains-Ogallala Aquifer Regional Resources Study. Legal and institutional problems of management of the series of aquifers underlying the Rio Grande between the Elephant Butte Dam and Fort Quitman in New Mexico and Texas, and extending into Mexico are explored Initiation of Management would be difficult because of user attitudes and lack of understanding.
