"RATs" to technology! Conflict, power and the crisis of industrial siting

Abstract
The location of dangerous industrial installations is now regularly attended by intense local opposition. The roots of such conflict lie in the unequal power relationships inherent in modern techno-planning. As a result, conventional reformist solutions, such as administrative centralization or compensation, are unlikely to reduce the tendency toward local outbreaks of anti-industrialism. The paper proposes instead the establishment of Regional Academies of Tech nology ( RATs ) as a useful resource for a political movement aimed at demo cratic planning of industrial development.Keywords
