Abstract
The location of dangerous industrial installations is now regularly attended by intense local opposition. The roots of such conflict lie in the unequal power relationships inherent in modern techno-planning. As a result, conventional reformist solutions, such as administrative centralization or compensation, are unlikely to reduce the tendency toward local outbreaks of anti-industrialism. The paper proposes instead the establishment of Regional Academies of Tech nology ( RATs ) as a useful resource for a political movement aimed at demo cratic planning of industrial development.
