Autonomy and growth in China: County experience in Guangdong Province

Abstract
This article offers a comparative, descriptive analysis of rapid economic development in four counties in Guangdong Province known as the ‘Four Little Tigers’ (Sixiaohu) over the decade of reform to the early 1990s. It identifies key factors generally held to account for the success of the Tigers, including historical characteristics, preferential central policies, Hong Kong and Overseas Chinese connections, market orientations and local administrative autonomy, and through comparison with the experience of other cities and counties in Guangdong highlights the relative importance of administrative autonomy in accounting for the Tigers’ rapid rate of economic growth.Keywords
