Abstract
The same interview schedule was used in a rural Georgia county for a sample of leaders obtained by the reconnaissance method and an area probability sample of heads of households. These groups were shown to differ in their personal and socio-economic characteristics as well as in their substantive responses. The most important differences in substantive responses related to orientation to change, ratings of service and facilities, perceived community needs, and perceived leadership. These differences are examined for their implications for community development. Keywords
