Abstract
A phenomenological, charge-conserving, time-dependent Ginzburg-Landau theory is found to lead to a charge density and a difference between the quasiparticle electrochemical potential and the pair electrochemical potential when there is a divergence of the supercurrent. Experimental consequences are discussed. Keywords
