Abstract
The distribution of fluctuations of the total dipole moment in polar liquids is characterized. The functional form of the probability distribution function, P(g), where g is proportional to the square of the total moment and its average value is directly related to the static dielectric constant, is empirically determined. A formal justification of the functional form is then developed and implications to the calculation of the dielectric constant in computer simulations are discussed.Keywords
