Medicare Turns to HMOs

Abstract
After more than a decade of congressional debate and five years of program experimentation, the federal government is on the threshold of launching a major effort to enroll Medicare beneficiaries in health maintenance organizations (HMOs) and other competitive medical plans that are eligible to negotiate at-risk contracts with the Department of Health and Human Services. Last May, when the department proposed regulations to implement this new policy — approved with strong bipartisan congressional support — Secretary Margaret M.
