Abstract
The Educational Television Intervention Programs Project (ETIPS) model, useful in assisting families of special needs infants and toddlers and service providers primarily in rural communities, is described. The ETIPS model includes a broadcast quality video series called Stepping Stones: Pathways to Early Development, consisting of 30 15-minute videos designed to show parents, caregivers, and other family members working with special needs and typically developing young children in the skills they develop between birth and 3 years of age. Uses for the ETIPS model are discussed as generated by service providers and PBS-TV stations in nine states through a 1-year outreach effort.
