Funding the End-Stage Renal-Disease ProgramThe Reagan administration, in a climate in which federal budget cutting is the overriding priority, is moving to implement policy changes in the End-Stage Renal-Disease (ESRD) Program that were approved by Congress in the Omnibus Budget Reconciliation Act of 1981. The act directs the Department of Health and Human Services (DHHS) to craft a new dual-rate reimbursement system that differentiates between hospital-based and free-standing dialysis facilities, promotes home dialysis, and strives for greater efficiency in a program that will cost $1.8 billion in fiscal 1982.The manner in which the administration implements these somewhat conflicting . . .
