Toward a Position Statement on the Congregate Care of Children

Abstract
Political considerations that both led to a focus on personal responsibility and culminated in current welfare-to-work programs involved early discussions and punitive proposals for the care of welfare dependent children. Social work advocacy groups lobbied extensively and developed reactive positions in response to these proposals. Aprofessional position statement on the care of dependent children had not been developed, and a number of social workers began to discuss ideological views such as the care of dependent children in orphanages. The following perspective is exemplar of some of those communications.
