Abstract
Ethnic diversity is at the core of the American experience; from its birth the American nation has been multi-ethnic. The diverse Hispanic populations have been significant elements in the cultural history of this nation. Because of initial conquest and subseguent discrimination, Hispanics have been subjected to minority status and limited means to national resources. Older Hispanics are products of the pre-Civil Rights era and enter old age with all the social and physical consequences of an historical period of discrimination and segregation. They are, therefore, among the most vulnerable of the older population and at a risk in light of the non service strategies emerging on the national scene.
