Abstract
We determine the equations governing the macroscopic statics and dynamics of what we term "randomly canted ferromagnets" and "skewed spin glasses," which have the same macroscopic dynamical variables: the magnetization and rotations by in spin space. A new parameter , which is a measure of the independence of and , appears in the dynamical equations. For an anisotropy field with a locally preferred direction which is aligned with an external field , we have determined the longitudinal and transverse quasistatic responses to changes in , and the normal modes. By performing the corresponding static and dynamic measurements as a function of , it is possible to determine all of the quantities appearing in the theory.
