Abstract
We determine the equations governing the macroscopic statics and dynamics of what we term "randomly canted ferromagnets" and "skewed spin glasses," which have the same macroscopic dynamical variables: the magnetization m and rotations by dθ in spin space. A new parameter C, which is a measure of the independence of m and dθ, appears in the dynamical equations. For an anisotropy field with a locally preferred direction N^ which is aligned with an external field H, we have determined the longitudinal and transverse quasistatic responses to changes in H, and the normal modes. By performing the corresponding static and dynamic measurements as a function of H, it is possible to determine all of the quantities appearing in the theory.
