Abstract
This article includes a description of the legal rights of the handicapped provided for and protected by several pieces of federal legislation. Several important roles for counseling designed to help ensure the rights of handicapped youth and adults are also proposed, with special emphasis on such counseling roles as information, advocacy, parent counseling and consulting, career development, and individual planning.Keywords
