Abstract
An open-ended Delphi type questionnaire was distributed to administrators and teachers of regular and special education throughout the state of Tennessee. Responses obtained from the questionnaire were used to construct a second, forced choice questionnaire. The second questionnaire was distributed only to regular and resource teachers who had voiced a positive commitment favoring mainstreaming exceptional children. The results show many of the preferences of regular and resource teachers regarding inservice training, cooperative planning, and resource service topics. As such, they represent an initial needs assessment of those closest to the actual teaching situation. Keywords
