Abstract
This paper describes the development, validation, and application of a theorybased questionnaire instrument for the measurement of the congruence of organizational conditions with individual predispositions toward work. Using data from 829 employees in six offices of a government agency, an instrument grounded in personality and organization theory was shown to be useful in organizational assessment and development. The instrument was shown to be internally consistent and to provide a measure of self-expression in organizational participation which related to other variables as predicted by personality and organization theory. Keywords
