Managing Carbon from the Bottom Up

Abstract
Managing the exponential growth of atmospheric carbon dioxide (CO) requires a global approach. However, only a few countries have unilaterally taken steps to reduce carbon emissions. Morgan argues that rather than emphasizing acceptance of the Kyoto Protocol, the diplomatic community should also work to encourage the growth of local and regional regimes and to promote their coordination, so that they can ultimately coalesce into a comprehensive set of global arrangements.
