Abstract
Techniques to optimise consumer response are essential to maximising the overall benefits to consumers and utilities in any short-range marginal tariff scheme. The paper develops the theory of categorising consumer load types, proposes appropriate optimisation methods for the different types and considers methods of practical implementation. Potentialities and problems of consumers of various sizes, including small consumers with microcomputing facilities only are discussed.
