Public protection strategies for potential nuclear reactor accidents: sheltering concepts with existing public and private structures

Abstract
Three generic sheltering/relocation strategies are identified and discussed. They are: population relocation only (no specific sheltering response initiated); sheltering at location following by relocation; and preferential sheltering followed by relocation. Shielding factors representative of these strategies are calculated, and the adequacy of using average shielding factors for the calculation of public health effects is discussed.Keywords
