Abstract
Evaluations of community development projects and programs are usually ex-post-facto and based on single-instrument studies. This paper develops the case for the use of several instruments to obtain greater validity and reliability in ex-post-facto evaluations as well as to elicit quantitative and qualitative data. The article discusses three instruments used in evaluating the “Training for Consultants in the Development of a Community Resources Program.” Sponsors of the project were the University of Illinois, Northern Illinois University, Illinois state University, Eastern Illinois University, Southern Illinois University and Western Illinois University during the Fiscal Year 1968–69. In spite of the limitations imposed on the evaluation procedures, such as shortage of time, inadequate sample size and representation, and bias inducements imposed by anxious project directors, the multiple-instrument approach is useful in maximizing objective evaluation.Keywords
