Response of Organization and Community to a Deinstitutionalization Strategy

Abstract
An Illinois statewide program to remove status offenders from deten tion was a partial success. Substantially fewer youths were referred to detention but more youths than expected were classified as detainable and subjected to court and agency processing. This may have been due in large measure to organizational self-interest and the weakness or fragmentation of community structure.
