Abstract
The adequacy of current ideas about the internucleonic forces in accounting for the observations as analyzed in Part I is investigated. In particular, the adequacy of the spin-orbit coupling provided by the tensor forces is examined. To this end, a "minimal" formulation of the four-body problem is attempted. The interaction responsible for the reaction is derived. Some order-of-magnitude comparisons with the experimental data are presented.Keywords
