Abstract
IN his new book,* Enthoven argues that giving the consumer a choice among large, competing medical-care providers is the best response to the problem of rising medical costs. Each year families are to enroll with one of several competing insurers or health-maintenance organizations (HMO's), some of which cost more than others. If a family chooses a costlier option, it will pay higher monthly premiums. Therefore, the consumer has reason to be cost conscious.
