Abstract
This study investigates relationships between government programs to finance minority enterprise and the recent progress of Blacks in wholesaling. By emphasizing assistance to less viable Black entrepreneurs, government programs are simultaneously decreasing loan availability for viable, expanding firms in our innercity communities and increasing the overall incidence of default on loans to Black borrowers.Keywords
