Abstract
Wholesale privatisation through contracting‐out raises general issues both for the Departments and authorities responsible for the services and for central government in its role as guardian of the public interest in respect of fair trading and competition. A recent survey conducted from York University and published here for the first time, reveals that a number of such issues have not yet been faced.Keywords
