Editor's Note: In a brilliantly argued debate, an attorney and a city planner discuss some fundamental issues concerned with the role of the city council, the role of the professional city planner, and the role of the master plan. In this essay, as in the casebook from which it is extracted, Professor Haar is more concerned with posing the important questions than with supplying answers.
