Conductance plateaus in the quantized Hall effect

Abstract
An equilibrium thermodynamic model for the quantized Hall effect is studied. It is shown that plateaus in the Hall conductivity are expected to occur even in the absence of impurities or electron interactions. An independent-electron system is discussed and generalized to a Hartree system of interacting electrons.
