Abstract

The classical economic approach to the Single European Market remains centred too much on the advantages of competitiveness and access to markets. Without under-estimating the importance of these factors, it is necessary to place them in the wider context of changes in the globalization of the economy and the technoindustrial system. The results of analysis indicate that indirect impacts such as technological change, non-technical economies of scale and industrial co-operation will have a disruptive effect on the productive fabric of all the less favoured regions. The traditional industrial regions will have to implement an adjustment strategy based on an intra-industrial scenario, and the lagging regions need a strategy oriented to an inter-industrial scenario. Il reste que l'approche classique d'aborder le marché unique porte essentiellement sur les avantages de compétitivité et d'accès aux marchés. Sans vouloir sousestimer l'importance de ces facteurs il faut les considérer dans le contexte plus général de la mondialisation de l'économie et de la transformation du système techno-industriel. Les résultats de l'analyse laissent voir que les effets indirects tels que la mutation technologique, les économies d'échelle non-techniques et la co-opération industrielle toucheront sérieusement le tissu productif de toutes les régions les moins favorisées. A partir de la nature différente de leurs composants structurels, les régions industrielles classiques auront à mettre en oeuvre une stratégie d'ajustement fondée sur un plan d'action intraindustriel, et pour leur part les régions en retend de developpement auront besoin d'une stratégic orientée vers un plan d'action interindustriel. Bei der klassischen Einstellung der Wirtschaft zum europäischen Binnenmarkt stehen die Vorteile von Wettbewerbsfähigkeit und Zugang zu Märkten immer noch zu sehr im Mittelpunkt. Ohne die Bedeutung dieser Faktoren unterschächtzen zu wollen, ist es nötig, sie in den grösseren Zusammenhang von Veränderungen in der weltumspannenden Ausweitung der Wirtschaft und des techno-industriellen Systems zu stellen. Die Ergebnisse der Analyse zeigen an, dass indirekte Auswirkungen wie technologischer Wandel nicht-technisch bedingte Einsparungen durch Produktionswereiterungen oder industrielle Ko-operation sich störend auf das Produktionsgefüge aller weniger begünstigten Gebiete auswirken. Die traditionellen Industriegebiete werden auf der Grundlage der unterschiedlichen Natur ihrer strukturellen Komponenten eine Anpassungsstrategie in die Tat umsetzen, die auf einem intra-industriellen Szenario beruht, und die zurückgebliebenen Gebiete brauchen eine Strategic, die sich an einem inter-industriellen Szenario orientiert.
