Abstract
This article examines Conservative trade union policy under Mrs Thatcher. It discusses the policy's origins, aims and successes and draws out the theoretical implications of the discussion for policy analysis in the context of pressure group theory. The article argues that trade union policy provides an illustration of the importance of the intentions and discretion of policy‐makers and the dependence of groups on policy rather than the other way around.Keywords
