Abstract
The concepts of multivariate risk and mandated family focus are relevant considerations for states formulating eligibility criteria. This article examines categories of eligibility and their relation to these two factors. An alternative viewpoint on eligibility is presented that challenges professionals to rethink both the purposes of screening and evaluation, as well as the relation between primary health care and community-based early intervention programs.Keywords
