Abstract
Drawing upon the authors' study of the devolved management of secondary schools comparing England with Scotland, this article describes the background to the policy initiative, explains its English and Scottish variations, and assesses its effects in terms of several dimensions of roles and relationships. It also considers areas for further theoretical development in light of these findings.Keywords
