Abstract
OREGON'S plan to base Medicaid benefits on a prioritized list of health services has attracted national interest as a novel approach to financing medical care for the uninsured.1 2 3 4 5 6 7 8 9 10 11 12 13 The goal is to provide basic health care benefits to substantially more poor people while controlling expenditures by limiting the number of services covered. Recently, the Oregon legislature determined which services on the prioritized list to cover.
