Abstract
This chapter traces the development of the World Health Organization's Framework Convention on Tobacco Control (FCTC) and its impact on the development of tobacco governance. It examines the major trends in the international tobacco environment that demand coordinated global action to combat the growing epidemic. It then examines how the concept of global governance offers a framework in which health concerns can be addressed. It explores the various governing mechanisms used throughout the FCTC process. The chapter concludes by exploring the broader role of negotiating processes in strengthening global health governance and improving health worldwide. It emphasizes the importance of involving health professionals and the public health community in advancing a global public health movement for tobacco control.Keywords
