Abstract
An absolute intensity measurement of cosmic-ray neutrons in the atmosphere, in the energy range from thermal to 20 MeV, leads to a value of 0.36±0.06 neutron for the albedo neutron leakage flux at 42° geomagnetic latitude near solar minimum. The significance of this value for evaluating the contribution of the cosmic-ray albedo-neutron-decay source for the high-energy protons in the inner radiation belt is discussed.
