Abstract
A substantial number of local authorities now possess policy documents and related provision addressed towards the promotion of equal opportunities in their employment practices and service delivery. This paper develops three inter-related themes as a framework for the analysis of the formulation and implementation of equal opportunities policies within local government: namely; corporate policy-making, co-option and consultation. These themes are then explored through a case study of one local authority which began to establish a corporate approach to policy making on equal opportunities in 1981.Keywords
