Poverty, The Underclass and Probation Practice

Abstract
The connection between poverty and crime must be set in a broader context than the rather simple idea that people who are poor are more likely to meet their needs by criminal activity. High rates of crime are related to a fundamental division in our society between the majority and a significant minority, which can be described as an underclass. Poverty itself does not necessarily lead to high rates of crime. Rather, the link between poverty and crime is strengthened by factors which are political, social and moral, not purely economic. A better understanding of the predicament of the underclass can help us reconsider our expectations of our clients.
