The Epidemic of AIDS: A Failure of Public Health Policy

Abstract
The AIDS epidemic was engrafted on a substantial and rising epidemic of sexually transmitted diseases. Complex social, political, and professional factors are examined through a single risk group to illuminate the initial and continuing failure to combat the epidemic. Selective traditional public health control measures, applied vigorously and creatively within a new legal framework, are still appropriate.
